Public Safety Diver


Work with local authorities, be part of a rescue team and quite possibly, assist in underwater criminal investigations.


SEPE Diving are incredibly proud to now be able to conduct the PADI Public Safety Diver specialty course!

5 Years ago when SEPE Diving owner and lead instructor Steve Earnshaw became a PADI Professional, he set out a clear vision of all things scuba that he was determined to achieve.

After half a decade of working closely with both recreational and technical divers, as well as part of the UK’s Armed Forces, achieving the Public Safety Diver Instructor rating was understandably high on his list.



Believe it or not, becoming a PADI Public Safety Diver Instructor is by no means an easy achievement. To even consider applying, an already experienced instructor must strictly meet the following requirements as set out by the Professional Association of Diving Instructors:

  • Be a PADI Master Scuba Diver Trainer (MSDT) or higher

  • Hold a Full Face Mask PADI Distinctive Instructor Certification

  • Hold a Dry Suit Instructor Certification

  • From any of the following:

    a. Search and Recovery

    b. Night Diver

    c. Limited Visibility

    d. Emergency Oxygen Provider

    e. Underwater Navigation

  • Be a current EFR Instructor or qualifying equivalent

  • Hold a current medical

  • Have proof of a related profession such as Police, Fire, Paramedic, Military, or other Dive Team Member.

  • Have a minimum of 1 years Public Safety Diver experience

  • Have completed either 20 PSD missions, or 10 missions and 10 PSD certs.

  • Hold ICS (Incident Command System) training Level II (200).

    This is free and available online through FEMA website (NIMS – National Incident Management System).

    You can simply send PADI a copy of your diploma.


If you have the opportunity to work as part of a local authority scuba diving rescue team, to take part in an underwater criminal investigation, or to conduct your own search and recovery dives, then the PADI Public Safety Diver course is most definitely for you.

Although public safety diving can be a fun and exciting adventure, it is also incredibly serious and requires specialist and extensive training. This course will provide you with a solid foundation to build upon as well as teach you both surface and underwater skills that you will need while on the job.



Throughout your Public Safety Diver course, SEPE Diving will introduce you to PSD procedures, specialist equipment, scene handling and communications, as well as the documentation requirements for PSD operations.

  • Some of which include:

    Compass navigation

    Knot tying

    Search techniques

    Victim recovery

    Rope-pull communications

    Rescue techniques for a distressed public safety diver.
